VCA/SCC — what is it and why does a refinery require this certificate?

VCA/SCC is a safety system required by many industrial investors in Belgium, the Netherlands and Germany. VCA stands for Veiligheid Checklist Aannemers, while SCC functions as Safety Certificate Contractors.

Why does a refinery require VCA/SCC?

Many companies work simultaneously on petrochemical sites. One mistake can stop the scope, expose people to risk or cause costly downtime. The certificate confirms that the worker knows basic safety procedures, reacts to hazards and understands work rules on a high-risk site.

Types of certificates

The most common are VCA Basic for workers, VCA VOL for supervisors and SCC as a variant used in German-speaking countries. Depending on the investor, VCU, VCO or additional plant training may also be required.

Who needs it?

In practice, everyone entering a refinery, chemical plant, LNG terminal or large industrial construction site. This applies to welders, pipe fitters, operators, foremen, quality controllers and supervisors.

What does the exam look like?

The exam covers HSE, risk assessment, hot work, personal protective equipment, emergency response and site communication. It can be taken in Poland through accredited training centers, often in Polish.

Document validity

Basic VCA certificates are usually valid for 10 years, while requirements for supervisory roles may depend on the country and certification system. Before mobilization we always check the validity date and compliance with client requirements.
